Clarence M. Mitchell, IV is the latest edition of a four generation family
legacy of public service to human and civil rights that has been recognized
nationally for the last 70 years. Clarence IV was elected to the Maryland State
Senate in 1998, representing the same legislative district that his father,
Senator Clarence M. Mitchell, III had represented for 20 years from 1967-1987.
Clarence IV began his life of public service at the age of 20 he was elected to
the Maryland Democratic State Central Committee after receiving over
10,000 votes in 1982. He was re-elected to the same position in 1986 and 1990.
In 1994, Clarence IV was elected to the Maryland House of Delegates. In 1998
he became the third member of his family to serve in the historic Maryland
State Senate. Clarence IV was appointed to the Chairmanship of the powerful
Rules Committee of the Senate in 2001. In 2002, at the age of 40, Clarence IV
had spent half of his life (20 years) in elected office.
Clarence IV was born on May 16, 1962 to Clarence III and Clarice Elizabeth
Bias Mitchell 12 hours after Clarence III was elected to the Maryland House
of Delegates at the age of 22. Clarence IV attended Baltimore city public
schools, eventually graduating from Baltimore Polytechnic Institute at age 17,
having been promoted dircetly from the 7th grade to the 9th grade because of
his academic excellence.
Having been accepted at Harvard University, Clarence IV instead chose to
stay close to family by attending the University of Maryland College Park. He
would later attend the University of Maryland Baltimore County and Morgan
State University.
The family calling of public service pulled Clarence IV from college in 1982
when he and 12 other young men and women revived and organized the
Young Democrats of Baltimore City. This organization had been dormant for
a decade. Clarence IV, the youngest of the 13, was elected President and
served in that capacity for 3 years overseeing the growth of that group to over
150 members when he left his position to become the first African-American
Vice-President of the Young Democrats of Maryland in 1985.
